"We've worked very hard over the last 18 months to make sure we are ready to move to the next level," Williams told BBC Sussex. "That's what you do".
"Only this time we have more chance of delivering the dream, we think".
The club's Broadfield Stadium is already close to passing the Football League's interim ground standard.
"We have certain criteria we have to meet prior to the first game, and then we have a set time to meet other criteria," Williams added.
"We have to increase our capacity by a handful of people. And there's nothing else we've fallen short on."
The West Sussex club had all their debts cleared by co-owners Sue Carter and the late Bruce Winfield in 2010.
And the club also made what could be close ?2m in their FA Cup run which ended with a 1-0 defeat by Manchester United.
They have now appointed their first full-time media officer which Williams says is an important area.
"We talk about going to the next level. We have to prepare ourselves," he said.
"Our gates have increased dramatically, the traffic through our website has increased dramatically, and we have to make sure we're giving the best possible service to our fan base, and the town."
